PROFESSIONAL EXPERIENCE
Tim joined the Yuba City office of McDonough Holland & Allen PC in 1990. He is one of the five partners in the McDonough spin-off of Martinez Hayes Hyatt & Hill LLP. Tim's practice primarily focuses on public law and he has served as the City Attorney for the City of Lincoln since 1990, and the City Attorney for the City of Yuba City since 1996. As City Attorney, Tim advises his clients on matters as diverse as elections, employment law, public works, police powers, purchasing and contracts, land use, California Environmental Quality Act, civil rights and open government laws. Tim advised the City of Lincoln during the negotiations for the Del Webb development project and the approval of the Highway 65 Bypass, as well as related regional growth issues. Prior to joining McDonough Holland & Allen PC, Tim served as County Counsel for the County of Yuba.

REPRESENTATIVE MATTERS
  • Represented public agencies in CEQA and land use litigation.
  • Represented the Stones-Bengard Community Services District and successfully defended the District's creation of the Eagle Lakes Assessment District. Bosta v. Stones-Bengard CSD (3rd Dist. Court of Appeal, Case No. CO21705).
  • Represented a private client and successfully brought litigation challenging the State of California's enactment of gun show rules. Back v. California Department of Food and Agriculture (3rd Dist. Court of Appeal, Case No. CO25630).
